I got a bad case of spyware removed recently - "Spy Sheriff"
It's off now but my computer doesn't load propoerly and there's various warning messages. I also can't connect to the web.
I've tried:
System Restore (doesn't work anymore)
Last Configuration (DOS mode) - did nothing
Repairing from the CD Rom itself - won't load all the way, the computer keeps restarting itself for hours
I saw this registry Repair software from Stompsoft, Would that help?

Is there any program I can buy at Comp USA or Best Buy that will help fix these errors on my PC?

It would probably not hurt to try it, but I would be inclined to ask you to download and run Hijack This diagnostic tool.
Sorry I can't give you a link, cos I don't know where you get it, but others reading this, will be able to post the link for you!!!

If you post the Hijack This log here, the other gurus will be able to help you more then I.
However, from my point of view, the fact that the attempt to re-install results in a loop of spontaneous restarts without completing, means that there is something really wrong, and setup is getting so confused, it reboots to try again. That obviously is not helping, so begins the endless rebooting and trying again.
It might be possible to rescue the system, but if this were my box, I would flatten it at this point(format it and re-install XP using the LONG format for NTFS). Others might think this is being too drastic. If they think this, I'm sure they will chime in on this thread!!!

Also, if you know the brand and model of your hard-drive, download the diagnostic software from the manufacturer's website, and run a full test - spontaneous re-booting during install could be due to bad sectors or an otherwise misbehaving hard-drive...
These diagnostic tools are generally an .exe or .zip file which will generate a bootable disk or disk set. You might need to use someone elses machine to make the disk set, if you cannot boot up normally after the failed re-install and rebooting issue.

Before you reinstall, let's just check that the removal if Spysherrif actuallyworked.
Please download http://www.merijn.org/files/hijackthis.zip
Copy it into its own folder, doubleclick HijackThis.exe, and hit "Scan and save log".
When the scan is finished, the log will open in Notepad. Do Ctrl-A to Select All, and copy its contents here. Most of what it lists will be harmless or even essential, don't fix anything yet.
