SCREEN white lines flicking

I have white lines flicking on the screen what is the problem!

Cpu.
Memory.
Graphic card.
What power is your power supply (Watts).

Do you get the white lines stright after turning the pc on ?
Do you get the white lines during game play ?
Are you getting any error messages or freezing ?

Refresh rate problem? Improper signal for the monitor?

Without more info, all we can do is guess. As in, did this just start? Where is it happening? In Windows? In the BIOS? Is the screen image being distorted?
