My personal system information report tells me that my AGP speed is not at its maximum.

Problems & Suggestions:
Problem Current AGP speed is lower than maximum supported. This may cause performance penalty.
Could someone please tell me how to increase the AGP speed?

Also, when I play video files, they run smoothly for about 4 seconds, then freeze, then run smoothly again for several seconds, then freeze again, and so on. Is that due to the issue with AGP?

Can you supply some more information? What are your full system specs? Motherboard, video card? As for the AGP problem it could simply be that your motherbaord supports a faster speed than your video card, and your video card is running as fast as it can, but not as fast as the motherboard is capable of.
As for video being slwo and choppy, could be RAM, hard drive, processor. Without knowing what kind of hardware it is it is nearly impossible to tell. Also are they videos being played locally, or over the internet?

I've formatted my hard drive several days ago. Before doing that, I bought a new hard drive and transferred all the files that I needed to it. After I formatted the drive and installed Windows XP Pro w/ SP2, I transferred all my files form the other hard drive to this one again and disconnected the new hard drive from my PC. Now, I have these problems.

You have on-board video and only 512MB of system RAM and the on-board video is using 64MB of it which leaves 448MB for Windows. If you want better video performance install an AGP 8X video card with its own RAM and add more system RAM to your motherboard.
Along with being limited to AGP 4X, and using 64MB of system RAM the IGP (Integrated Graphics Processor) uses the CPU to help with some graphics processing, using valuable CPU cycles that could be used for other processes.

The root of your problem with video files is most likely related to drivers. Did you install the drivers for your system after you reinstalled Windows? If not, get over to VIA Arena (www.viaarena.com) and get the WinXP drivers for your KM400 chipset.
Yeah, I remember that issue with that chipset. The AGP spec for the chipset goes up to AGP 8x, but the onboard video can only do AGP 4x. Weird but that's how it was designed.
