First off, if this is in the wrong place, please tell me and move it.
I am helping someone over email and, frankly, i am lost. I'll just post the email transcript and ask the people smarter than me!
I know the port # to open from my connection to that DVR. The router assign that port to the DVR but how do I get to the port on the router to open it for the outside world?

What is that application?
You are going to need to find out what port your laptop uses to connect to the DVR, then open that port on your router.
Then I *think* that all you need to do is type in 000.000.000.000:**** replace the numbers with your networks IP address, and the stars with the port number. there might be a / and something else at the end, but it all depends on the program.

I don't know who made this DVR but it has a product ID as Model 5808. It boot up just like a normal Windows XP then it boot its own application for video recording.
When I want to view the video from my Win XP laptop at the shop, I type in the IP address of the DVR and it came up with a window then the video. What I have for the Internet is dynamic. When I log in to the Westel modem by typing its IP address, I can see a lot of selection i.e. status, configuration, maintenance, troubleshooting…

yes, that is just what i needed.
First, what brand (if any) is the DVR. If it is just a computer running windows, thats fine too.
seccond, what do you enter in IE to get to access the DVR?
third, do you have a static IP address?
Sorry this is taking so long!

my laptop running Win XP connect to the Westel and use IE to connect to the

yes, you will need to open a port both on your router and your
firewall (if you have one) Which port depends on what program you are
using to connect to the DVR. Wait, is the DVR a program running on
your computer, or a whole seperate machine? if it is a seperate
machine, what, if any, brand is it?
