Any luck in SAFEMODE?
You could have too many programs loading at startup and this is causing it to hang. type msconfig in RUN, and close some startup programs that you don't need. If this doesn't help, run a scandisk and defrag, then clean registry. This should do the trick, if not then you have a virus or a bunch of spyware.

Were any unfortunate configurqation changes made immediately before this happened?
If so, to undo them use C:\>scanreg /restore to restore a previous configuration backup [I'm assuming it would match your existing hardware and programs/Windows arrangement, choose one that does].
Do you have a recent good backup of C: that you can restore?
Try running the following programs by booting from the free bootable "Emergency Boot CD"...
1. MS Scandisk [hit "Enter" at the 1st menu and choose item 2 on the 2nd menu] will scan your HDD for file system errors and fix them.
2. Registry Tool for Win98/ME on the EBCD 1st menu will allow you to make a backup of your registry as it stands currently, then scan for and fix any registry errors it finds.

This makes it easier to boot a chosen drive [particularly the one holding the EBCD].

This has a number of useful utilities included including "Image" [for DOS, by Terabyte] & "File Manager".
If the above don't produce a fix, then run a "repair" reinstall of Windows.

i reinstalled my Windows me os, but the same thing happens. Even if i got the chance to choose safe mode, the drivers needed to be installed will only work on running via normal mode.so there, the same thing happens, i can't see my desktop items, start and stuff, but i can still move my mouse on a black screen.

I would download and run the harddrive diagnostics. These can be found on the harddrive manufacturer's website.
