cpu shuts down during boot up

have an hp pavilion 513c during boot up cpu turns off cpu fan stops no video hard drive still running tried new power supply, different processor hard drive disconected cd-rom and floppy no help any ideas im thinking bad mobo

Is this a new build or an old one?

Have you tried barebone(CPU, Memory, Monitory only)?
