Paul WELCOME to the PCGUIDE forums
First you will need to supply a wee bit more info.
What operating system? PC specifications?
What was the last thing you did before this occured?
Did you recieve any error message?

Did you manage to get into Safe Mode, or did you get a black screen when attempting to do that?
Are you certain you saw the Windows loading screen immediately before the black screen?
If not, see Computer stops responding with a black screen when you start Windows XP (http://support.microsoft.com/kb/314503/en-us).

Yes I Can Start Safe Mode
It Gets To The Window Xp Loading Screen With The Loading Bar
Does it get to the desktop in Safe Mode?
If not, how long do you let it wait at the loading screen before rebooting?
Safe Mode can take several minutes to boot...

Yeah I Get To The Desktop In Safe Mode But When I Start It Normaly I Have Waited Up To 10 Mins
Since you can get into Safe Mode, start with running a virus scan. You probably don't have network connectivity on that machine...you can try Safe Mode with Network.
If that works, you should be able to update your virus scanner.
Then, still in Safe Mode, do a Spybot or Ad-Aware scan...followed by a HJT log.

Hi I Have Done This But There Is No Change :-(
Can you post the HijackThis log...since it from Safe Mode not everything will be showing, but something malicious might...
