I'd like to build a moderately powerful computer with the noise cut back as much as possible. The noise aspect is really my number one priority.

As far as I can tell, it's pretty easy to build a fairly powerful computer with only 4 noise sources:

1) Power Supply fan
2) CPU fan
3) Hard drive
4) CD/DVD drive
(the floppy drive is not as much of a concern)

What products are out there that would be most appropriate to put in an ultra-quiet computer? Is it even possible to run any of the newer (or not so new) CPUs with just a gigantic heat sink?

I love the gigantic heat sink idea, although I'm dubious as to its merits.

You might try some kind of sound insulation inside the case, not touching anything important, of course, to deaden the noise. Maybe the foam the case comes shipped in?

Ahhh, peace and quiet.......

Yes it is possible, How to Build A Quiet Computer (http://www.directron.com/quietpc.html), Case Fan Modding (http://people.freenet.de/s.urfer/casemod.htm), Enermax (http://www.enermax.com.tw/products/eg-265p-vb.htm)(fairly quiet power supplies). You can significantly quiet a hard drive by placing it in a special box (usually designed for cooling the drive). There are fairly quiet CPU cooling solutions out there without getting into the exotic active colling (water cooling or Peltiers), just have to look, some of the new all copper heatsinks can get away with slower (slower=quieter) fans because they are more efficient at cooling.
