My brother lives in germany and is still running a german version of Win 98. I have advised him on upgrading on to XP. He doesnt want to pay for it though. :) :)

I have a version of XP but in english is there anyway that i can install that and download a german language pack that will change it all to german. ie the start menu and everything else

No, the OS must be purchased in German to begin with. Also, it would be illegal for you to give him the disc unless you uninstall it from your computer.
