I installed a sound card in open ISA slot in an HP Pavilion 4540.
I followed the procedure of installing the drivers first, then
shutdown, rebooted, installed the card, then powered up and Win98
detected and added the drivers without a hitch, then I rebooted
and when Windows came up, after login, it said unable to use the
wavemixer. I tried to test the unit by playing a wav or midi file,
but the unit bickers and complains like it's not really there.

I went to http://www.soundblaster.com and downloaded the updated
driver file for the card - but after installation it still carps out!

Previous to the sound card installation - I de-installed a modem/sound
card that quit working. I upgraded the modem to a Hayes Accura V.90.
The Hayes modem is just that - no sound or gaming interface connectors.
It works great. After I installed the drivers for the Hayes modem, I
did remove the sound card from the system properties.

Now the problem is getting the card to play sounds, when it is being
recognized as working - it is enabled in all configs as well. Nowhere
is it checked off to disable in this configuration or anything such.

Help - I am ready to upgrade the motherboard and get rid of the
whole HP stamp - bios settings, recovery disks and all. I will go to
a new OS - but something tells me that this board should work (if it
isn't broken to begin with of course!). Should I just take the card
back out - and clean the contacts with an eraser? I don't think that
plugging it into an empty ISA slot, with dust and residue, would do
it - but I sure am wondering what will get this working!

The only sounds from the system are thru the little piezo speaker,
and that sounds like a tin cup from the neighbors when I was a kid.

First thing I can think of is did you remove the old sound card from Device Manager in Safe Mode? If not, do so, and remove all sound cards shown, reboot and reinstall the card. Also remove any old modems shown while you're there, in Safe Mode. This removes all "ghost" drivers that often cause problems.
