Help with System Restore ... app:%SYSTEM%\Restore\rstrui.exe

I have ME and wanted to restore my pc to an earlier point. After going into my help and clicking on the System Restore link this is what I get on a yellow page ...


app:%SYSTEM%\Restore\rstrui.exe is online.

I have DSL and am online, still says the above. I have been searching forums and scan programs that gives me no clue on what to do or how to fix this. Can anyone help me please? :confused:

See if this helps:
-Click Start, point to Settings, and then click System.
-Click the Performance tab.
-Click File System.
-Click the Troubleshooting tab.
-Select the 'Disable System Restore' check box.
-Click OK, click Close, and then restart your computer when prompted.
-After your computer restarts, repeat the above steps, and clear the 'Disable System Restore' check box. Restart your computer when prompted.

I done that, still doesn't reset my restore page. I found a generic way to fix the problem but like it the way it is supposed to be. Thank you for trying. Do you have another suggestion?? Please feel free.
