Connect it to a PSU/speaker and listen to the beep codes it produces with various components installed. If it's a newer Dell there should be 4 lights on the back that mean differerent things depending on which ones are lit. You're going to need the manual...

Wow, that is an old mobo...(it supports PII AND PIII processors) I was looking to see if they had any online manuals for it. I was not able to find anything, sorry. I will keep looking. I found places that sold it, but that's it...
Also, what is happening with your computer to suspect a mobo problem? Does it boot? Do you just get a black screen, any text, any beeps/noise? Does the tower power indicator light come on? Does the sys. seem to try to boot up?
If the sys. tries to boot up but fails, it may be simply something like a hard drive failure. For instance, when I had my old PII sys. (a Gateway). Usually it will try to boot, and a black screen and white text will appear with something like "cannot boot Drive C:" or to that extent.
If it does not even try to boot, and the power on the tower is obviously on, no vid. on the screen, no noises from within the comp. aside from a fan or something, then it is probably Mobo related or some other device.

UPDATE: FOUND AN ONLINE MANUAL for ya on MSI's main page! ;) The link is here:

They have 3 different versions. Maybe go with the more recent one (1.0B instead of 1.0 or 1.0A).
