Could you post your computer specs? Also, I would recommend running your manufacturer's diagnostics. Back up your data anyways, then run CHKDISK outside of windows (I think it gives you an option to do this).

You might use an online storage provider to save files until the format/reinstall is complete, then download them back onto the now clean and functional PC.
You could also burn them to CD-ROM or DVD disks if that option is available to you.
You could borrow a friend's external HDD and store the files there if that option is available to you.

It will do a "clean" install of windows which will delete ALL your saved files and installed programs.
A clean install is to be preferred to avoid issues/problems arising out of "upgrade" installs but you must certainly back up any data you wish to keep before you do it.
If you have a spare HDD you could connect it as slave and copy all the files you wish to keep onto it.
Or burn the files to a cd so you can restore them later etc..
Then when you are sure there is nothing else you do not want to lose...clean install windows then you can restore the files you saved on disc/CD whatever, back onto your pc.
Remember Anything you do not back up before a clean install WILL BE LOST

For sure, back up any important files. Next go-round, I would also suggest multiple partitioning of your harddrive. You can save your music files onto a different partition than your operating system. In the event the necessity comes up to reload the OS, you can do so without worrying about losing data you've stored on another partition.
Reformatting to reload an OS only reformats the partition you designate to do so... As Fred Flinstone points out, a clean install is really the way to go. Even if you have an upgrade version of the OS, you can clean install using the CD from a previous version to authenticate when asked, and not have to overlay/upgrade.
