Could this be a hardware problem or just some technichal issue?

I assume that you are using your original hard drive, with the original windows install?
Before you can do anything, you need to reinstall Windows, as it is looking for hardware you don't have, and finding hardware that it cannot recgonise.
It should be possible to do a complete nondestructive total rebiuld of Windows, providing that you have an original Windows disc.

here is some more information wich I hope it helps:
When I first set up my new PC I installed a new Windows XP. First everything was fine and I had no problem for like a day. next day I turned my PC on then suddenly I got this wierd Error with blue background( The error title changes often though). I couldn't load windows anyhow, so I had to uninstall the windows again and install it again, this time I got the windows working but AS SOON AS I installed the graphic card driver I got the Error again. Now the windows won't even load up. I get this Error all the time before the windows start up.

One thing I forgot to mention is that I get this Error EVEN when I'm reinstall the windows, It just happens randomly during the windows installation. Could this be any help towards a clue of what could be wrong?

"Stop 0x000000A5" Error When You Are Installing Windows XP (http://support.microsoft.com/default.aspx?scid=kb;en-us;Q314830).
QUOTE
To work around this behavior, manually install the Standard PC hardware abstraction layer (HAL) [as follows]:
1. Restart the computer to restart Setup.
2. When Setup starts again, press F7 (not F6) when you see the "Press F6 if you need to install a third-party SCSI or RAID driver" screen.
Windows automatically disables the installation of the ACPI HAL and installs the Standard PC HAL.

Go out and get a new CMOS battery. The ones that come in new mobo's are usually old. Even if it isn't the problem it's a best do this when building a new machine.
Test the ram with Memtest (http://www.memtest86.com/#download0) one stick at a time from a bootable floppy or CD. Let it run through several passes on each stick (it will take awhile). If any errors come up RMA the ram.

hey thanks for the help
about testing the ram, how can I do that when I can't even load the windows. besides my rams ar 512 each, now will one by itself be enough to support the system?
another error I got before windows load up is this:

Could this problem be due to my power supply not being good enough? Becuase on my graphic card manual it says the recommandation of power supply is 450w and mine is 430, could this effect the system? should I get a new and better power supply?

STOP: 0x00000050 Page_Fault_In_Non-Paged_Area Error After Installing Service Pack 1 (SP1) (http://support.microsoft.com/kb/329293/en-us)
It's a good idea to make the following and keep them in you "toolbox" of useful utilities.
1. How to make a free “Smart Boot Manager” floppy
http://www.pcguide.com/vb/showthread.php?t=41498
This makes it easier to boot a chosen drive [particularly the one holding the EBCD].
2. How to make a free EBCD bootable CD
http://www.pcguide.com/vb/showthread.php?t=41485
This has a number of useful utilities included including "Image" [for DOS, by Terabyte] & "File Manager".
"about testing the ram, how can I do that when I can't even load the windows"
Among the MANY useful programs on the EBCD is the MEMTEST86 RAM testing program.
You boot the EBCD [Windows isn't running and isn't needed] and at the 1st menu type the number against MEMTEST and hit "Enter".
Or...
You could download Memtest86 from here (http://www.memtest86.com/), make the bootable floppy and run the program from that.

Yes this could be the problem. But it should boot even if it crashes during heavy load.
But yes you should get a better PSU. 430w is pretty slim for a system with a 1900XT. I would recommend around 550w to power that machine. Have a look here. (http://www.pcguide.com/vb/showthread.php?t=47399) I would recommend the last one in the budget range, or better as budget allows.
As Sylvander said, you don't need windows to run Memtest. It runs from a bootable floppy or CD, or the EBCD. Windows has nothing to do with it.
Really it sounds like bad ram to me. Those type of errors are common for bad ram. It could be related to other hardware, or the PSU but the ram is the first thing I would check.
Another way to check would be to try the ram in another compatible system to see if the same problems show up on that system. Also if you have two sticks try one at a time to see if maybe one stick is bad. Don't worry about how the system will perform, you are just trying to figure out if one or both sticks are bad.

hey thanks alot for the help. I'm going to buy some powerful PSU eventhough they cost fortune!
about memorytest, I don't really think its to do with ram becuase ive got 4x512 ddr ram and i tryed each of them indavisually, and still get same error.
from what I have gatherd sofar I think its to do with the motherbord, the A8N32-SLi Deluxe. alot of people have the same problem as me. I wish I had bought it from a shop near my house so I could just go and through it back to them and get my money, but i've bought it on internet and I can't really do that :-(.
thanks again everyone for help. you've been great :-)

There are sometimes problems with running four sticks of ram. Go to Asus' website and look for a BIOS update. If there are a lot of people having the same problem then there is likely an update to address the problem. Or other helpful information about a known issue.
