Recently I was trying to acess some of my folders in DOS/Recovery Console. The problem is, when I was trying to acess Documents and Settings. The acess was denied. I'm wondering why and what are the causes...

You do not have ownership rights of the folders in question. How did you log into the recovery console and whose files were you trying to access?

I had used the Windows Installation CD to go into Recovery Console. I was trying to acess only the folder of "Documents and Settings" but failed.
Actually I was trying to solve my customer's problem on removing the W32.Rontokbro@mm series of worm(don't know which generation of this worm and the name is based on Symantec Company). I did the scanning by using LAN in Safe Mode, but some source of the worm files can't be deleted. I knew the location so I decided to use Recovery Console to acess to the folder and delete the files.
This is the whole story and I solved the problem anyway by using Bart's PE. Just want to know why at the moment I can't acess to the folder even with Recovery Concole.

I'll assume it's OK or 2000. You have to log in as an account. and you have to have the privileged to access the account. If you log in as administrator and the account is under Joe Smith you may NOT be able to access w/o first taking ownership of the folder in question.

If I log in as administrator I didn't have the acessing right to log into the folder as well?
But how can I choose another account despite administrator in Command Prompt? Before this I thought I can access every folder through Command Prompt...
As Admin...you can have access, that doesn't mean you start out that way or have access by default.
Take Ownership of Your Files and Folders
Windows Explorer/Locate the file or folder in question/Right Click/Properties/Security/Advanced/Owner Tab. In the change owner box, click new owner.
[To Display the Security Tab: Start/Settings/Control Panel/Appearance & Themes/Folder Options. View/Advanced
and clear "Use Simple File Sharing".]
You can transfer ownership in two ways:
The current owner can grant the Take ownership permission to others, allowing those users to take ownership at any
time.
An administrator can take ownership of any file on the computer. However, the administrator cannot transfer ownership
to others. This restriction keeps the administrator accountable.
Note: In Windows XP Professional, the Everyone group no longer includes the Anonymous Logon group. That is how to do it in normal mode/GUI
