When I click on some websites or CD-ROM programmes that in a web formate using my IE browser i get a message

To help protect your security, IE has restricted this file from showing active content that could access your computer. Click here for options.

I then click on the option for allow "Blocked content"

What must I do to stop doing this everytime I want to view content from this CD-ROM or website

With IE open, got to Tools/Internet Options/Security/Custom Level, and enable all ActiveX options except 'unsigned ActiveX controls" and "ActiveX controls not marked as safe". Disable these 2 options.

Are you trying to view these files locally (from your hard drive)? If so there is not much you can do about it if what ski suggested doesn't work.

Or just use Firefox and stop using IE. ;)
