What is the BDE Administrator, and is it needed?

as the title says...i have had conflicting reports on the BDE Administrator, with some saying it's not needed and others saying to just keep it.

help?

BDE is dead
Borland does not support it any more.
This was from one of Borland's partner companies, so it is probably true.
