I am wondering what the signs of monitor failure are. My monitor is occasionaly getting lines from right to left that almost seem like it could be one's eyesight (they are that subtle). Is my monitor on its way out?

The best way to determine if your monitor is failing is to either swap it out with another monitor, or to install your monitor on another system.
If the other monitor works ok in the former, or if your monitor still has the problem in the latter, then your monitor is probably failing.
If the other monitor has the same problem in the former, or if your monitor works ok in the latter, then your video card may have a problem. Reseat it making sure it's fully seated, clean any dust from its heatsink and fan, and try different(older?) drivers. If no luck, then try a different known working video card that's compatible with your MB.

What kind of monitor do you have?

If it is a CRT...

Have you moved anything around lately? Speakers? Cordless phones? Other electronics?

Does it have an On Screen Display?

If so does it have a DeGauss function?

How often does it get turned completely off (power switch)?

If it has the DeGauss and that hasn't been used or it doesn not often get completely powered down...run a DeGauss cycle on it.
