Hello mystified,
Flat screen usually refers to a CRT (http://www.sceptre.com/products/monitors/definitions/definitions.htm) monitor. These monitors often have reference to their "footprint" which is the depth of the monitor from the screen surface to the rear of the unit. On my 21" flat screen monitor I've quite a large footprint! http://www.PCGuide.com/ubb/biggrin.gif
Flat panel usually refers to a LCD (http://webopedia.lycos.com/TERM/F/flat_panel_display.html) monitor. These monitors were first used almost exclusively on laptop or portable computers. They can be purchased outright in most CRT comparable sizes, of course with a minimal footprint.
