Hello flexible46 welcome to PC Guide.
You have removed cmos battery and replaced it.
Cleared cmos using the jumper on the mobo and put it back in the right position.
Is the fan in the psu working ?
Check all power connections to the mobo.
Does the psu have an on/off switch at the back and is it on ?

Try another power lead.
Try another wall socket/outlet.
try another psu, borrow one.
Also check for Bad Capacitors (http://www.pcguide.com/vb/showthread.php?t=25482).

What's your specs?
With either the battery out or the reset jumpers in the reset position or both, and your mains power lead DISCONNECTED press the on button to discharge any caps and stored BIOS configurations. Try another reboot after returning the jumper to run position.
Look carefully as I just recently (today) put a jumper on pin one only when I needed it to be on pin one and two. :o

Thank You Guy's
I stripped the whole cpu down and was going to set another cpu up..after about 30 mins..I decided to try it again and it worked..Fruss you were right on point..I think the electricity build up was the issue there...THANK YOU

Just to add one more thing when you enable power on by keyboard, pressing any key does not work like it does to bring a PC out of standby. It usually takes a key combination such as Ctrl+Esc to power on the PC. I can set mine to power up using Ctrl+Esc or the spacebar and it will only work with a PS 2 keyboard.
