This is just a question about hardware, not os's.
Could you theoretically build a pc, but instead of installing windows installed Mac OS X? Would it work?
Not legally...
And technically there are a number of problems with it, but since Apple has switched to an Intel platform, those are becoming less of a bother.
Natively, Os X won't work on non-Apple hardware, so it must be 'hacked' which is where the legal problems result. It is a proprietary, copyrighted piece of software, even if it is based on an Open Source Unix variant.
The technical problems include the fact that it was designed/compiled to run on a different CPU architecture, but with Apple using Intel chips, it now comes in a 'flavor' that theoretically can run on a PC, but it includes measures to prevent this...which brings back the legal questions.
The short of it is...while it is certainly possible, over all it is too much of a bother to do so.
(This is leaving out the use of an emulator.)
