Go to Display in the ControlPanel and from the Background Tab select None from the "Select a Background Picture (or HTML document)" from the ListBox.

Odd that it would pull it up when it is set to NONE!
I would suggest a file search using that image and see if you have a duplicate somewhere that's been saved with a different extension.

If I were to guess, that would be the shutdown and startup logo's?

If the pic is showing up it must be somewhere. Even though set to NONE, when you click on Browse, which folder does it take you to? This might help you track the erroneous path. Presumably your deleted file is now absent from the List of Items?
When set to NONE the HKEY_CURRENT_USER\Control Panel\Desktop "Wallpaper" should show the path to the file as an empty string "" If not then something is wrong.
Have you tried setting another picture and rebooting and then reset it to NONE (without deleting anything from the Windows Folder this time). It's also worth trying all this in SafeMode as this often helps to reset Desktop Settings.
Final thought is that something is resetting the wallpaper at bootup so does this also happen if you run MSCONFIG and prevent all startupgps from starting. It doesn't sound like virus activity - but you can never be too sure.

There are actualy two Windows wall papers one set through active desktop the other one is the regular Windows desktop. If you have a regular Windows desktop wall paper set and enable active desktop with another wall paper both will be displayed with the Windows desktop behind the active desktop. When you change the wall paper Windows will ignore the regular one and change the active desktop wallpaper. Durring bootup and shutdown the regular one is displayed until active desktop is started and after it is shutdown.
To remove the regular Windows desktop wall paper disable active desktop(the wal paper that you are trying to remove should be displayed) set the wall paper to "none" than re-enable active desktop and set the wall paper that you want to display.
Let us know if this works!

Spot-on rond - now why didn't I think of that; darnit! I've since learned that there is even a third wallpaper; a special one just for safe mode usage.
