I was having problems with my TV card it wouldn't play. Then I tried playing a dvd in power DvD and it wouldn't play. so I tried windows media player and it wouldn't play either. when I put the DVD in the tray to start. the green light came on the video title showed up. but it wont play. Then I click to close program and it takes forever to do anything and then the screen starts to flash a black screen several times and takes forever to close, if it does. "now get this", It will play Battlefield 2 and battlefield 2142 with no problem. Its just will not play my videos and my tv card will not work. I've am tired of fooling with it.

This seems to almost certainly be a driver/codec issue.
Are you using a standard DVD, or a burn? A lot of times people burn DivX files to dvd, and you can actually rent/buy them in that format legitimately. Not that I care especially, because I have burned many DivX files that are perfectly acceptable to download. Carl Sagan's Cosmos series comes to mind.
All of these players don't necessarily make any difference, because they still run through your video card. If it can't decode the format, it doesn't matter how beefy it is. Does this happen with standard DVDs (Mpeg-2) as well as DivX?
You can try configuring PowerDVD to decode using ffdshow.

Try installing a suitable, free K-Lite Codec Pack (http://www.free-codecs.com/K_Lite_Codec_Pack_download.htm).
