My bank does not think so.

Every time there is a transfer from my checking account to PayPal through my Visa Check Card the bank flags my account and locks it and I have to call them to get it unlocked. My bank says it is policy to flag any withdrawl initiated by PayPal for security reasons.

With free checking these days it's easy to keep a PayPal only checking account that you can fund by transferring into from a "working" account in the same bank... No charges and fund as needed...
