I noticed at Newegg that a retail 1.7Ghz P4 is $167 and a retail AMD 1800+ is $160. The price of some P4's is really not that much more. Which is really the best value right now? Does the 400Mhz FSB of the P4 make much difference if you're going to be using it with DDR RAM?

The P4 w/DDR is still slower than the Athlon XP. Only the new Northwood core combined with RDRAM can it hold its own against the XP...

You won't get 400 MHZ w/DDR & a P4-tht's only for RDRAM ( it's quad pumped ), DDR is Dual pumped ( 2X the memory bus speed ).
That said, they have just started to introduce the new DDR standard of 333 MHZ , meaning yourgetting roughly a tri-pumped memory bus; soon you'll have DDR at the quad pumped level.
As goonz pointed out-none of intel's chips have been able to outperform AMD's yet.
