If you install and run Process Explorer (http://www.sysinternals.com/Utilities/ProcessExplorer.html), it will display all the processes running in the process branch beneath Explorer.exe.
It may be that one or more of those are causing Explorer.exe to register high %CPU usage.
In any case it should be interesting to see displayed the detail of what is really going on.
Here's what mine shows...

How did you generate that text?
I notice you have 3 instances of iexplore.exe running when there should only be one!
They're using 7%, 11%, 77% CPU capacity, which is NOT GOOD.
I'm running IEXPLORE.EXE [text all upper case in my Process Explorer display], and there's only one instance and it's using nil/nada/no %CPU.
I also notice that "Google ToolbarNotifier.exe" is running.
I decided to uninstall that [Control Panel->Add/Remove Programs] on my PC because it kept reporting back to base whenever I ran Internet Explorer [don't like that].
You have also...
3 x cmd.exe [why?]
3 x ping.exe [why?]
Right-click and "Kill Process Tree" for all unnecessary processes [do you need any iexplore.exe running?]
Go to the "Applications and Security Forum" and have your software checked for infection.

Yes...
With no iexplore.exe running your "System Idle Process" is 92.38%.
That means the CPU is idle 92.38% of the time.
But with iexplore.exe running [and using 91.51% of the CPU's time/capability], there is NO idle CPU time [it's using every bit of spare CPU capability].
Definitely something wrong there, so you need to go to "Applications and Security" to have your software checked for infection.
