How do I replace a CPU fan on a HP Pavilion 754n. Theres a white colored case over it and I can't get it off...any suggestions?

Hello jdcpjc and welcome to the PC Guide forums.
The shroud will come off. The ones I have dealt with on HP's usually have a tab on all four corners where they are attached to the case. You need to push in all four tabs to get it off.
If that doesn't help, go to HP's website and look up your system and you can find the instructions on how to get it off. HP is usually pretty good about having such documentation. Unless you system is very old they will have it.

That case is there for a reason as well, It is to help the cooling process. Make sure that it is put back on unless you bought a really nice heatsink fan.
Why are you replacing the heatsink? Stock usually does just fine. The only real reason to buy a heatsink other then stock would be for overclocking purpose
