sir my PC restarts by itself
and keeps restarting

even if i thought it was an OS problem
but even if i had disconnected the hard disk
it continues to restart

sounds like the computer is 1. shorting out. or 2. has a bad PSU, try using a different cord or/and a different plug. If that fails, it could be your power supply unit (PSU), try replaceing it, if that fails, it could be a bad motherboard...

Are you hearing any beeps? If so what is the pattern?

At what point is it restarting? How far is the system booting?

Have you made any hardware changes before this happened? Have you physically moved the system around?

Did this happen all the sudden out of nowhere, or is it something that has gotten worse over time?

Test the power supply with either a PSU tester that you can pick up at your local computer store for $10-$15, or with a multimeter.

It could be you system is over heating. If you can get into the BIOS have look at your temps.

Have a close look at your motherboard for leaking or bulging capacitors (http://www.pcguide.com/vb/showthread.php?t=25482).
