When I go to start, and then hit restart, the computer will not restart. Nor will it shutdown when I hit shutdown. The computer will however go into standby mode. Any suggestions?

How old is the computer? Which Operating System are you using?

My computer is just over a year old. It is running Windows XP Home Version 2002. All of the hardware is very recent and speedy. I'm not quite sure what could be wrong.

Nothing important. I just added an external Lightscribe DVD Burner though. Would that affect anything?

First thing now-a-days is to ask what you're using for Anti-virus and firewall protection? I would suggest that you run an on-line virus scan...see the link in my signature. Also, run HiJackThis and post the log into this thread.
I suggest that we look there first...

You might also want to consider unplugging the DVD and removing any burning software you might have loaded to work with it...
Boot and enter SAFEMODE and choose System Restore and go back to a restore point just before adding the DVD and software...

I had same problem in windows 98,
I did some basic troubleshooting
1) Clear the Recycle Bin
2) Clear all temp files
3) Run scan from command prompt
It worked for me, try it

I'm not hooked up to the internet on that computer and I check everything that I load onto it with a computer that has virus-scan software. I shouldn't have any viruses. As another little piece of info, today I went to shut it down just to see if it worked, and it didn't so I put it into standby mode. When I brought the computer out of standby, I shut down immediately, as if it were just responding to the shut down request. Does that help?
See if the same problem happens in Safe mode.
If it does, then select "Last known good configuration" from the startup menu.
If no luck, then do a system restore(Note: All programs and updates installed after the system restore date will have to be reinstalled.)
If still no good, then do a repair install(Note: All programs and updates will have to be reinstalled.)
If the problem does not happen in Safe mode, then something running in normal mode may be causing it. Do a clean boot to troubleshoot it.

Uh yeah ski, I am pretty good with computers and could probably find out how to get my computer into safe mode, but can you tell me please?

Usually tapping F8 when the system is booting up will provide the option...
