Can a VPN be setup from 2 pcs where both are using dsl/cable modems and wireless routers. There is only internet connection between them as they are in different areas of the city.

Maybe. Depends on how often the IPs change, and what kind of equipment you have. Some routers support VPN, some don't. Ideally you would have a static IP address so you know where to tell the VPN to connect to. If not you might be able to use a a service like Dyanmic DNS to keep everything updated.
