CPU Fan Not Working Properly

I Have 2 new CPU fans with heatsinks & I can't get either one to work properly. One will work with a push from my finger (Dose not rotate to fast though) the other not at all. I cleaned all surfaces before applying heatsink compound. HELP!!!

If they're plugged in and not spinning (or not very well) then you NEED to buy a good one. What are you system specs?

Do you have a 3 to 4 pin converter (http://www.overclockers.co.uk/showproduct.php?prodid=CB-007-GE), if so try running them off the psu.
