Blue/Gray Panel or box

Can anyone tell me what the panel is called that appears on the left of the screen when you bring up My Computer, Control Panel, My Documents etc...

I have lost it on one of my computers and do not know how to restore it. Help

Go to "Start->Help->Index->Classic Desktop->Turning on or off->Enable web content" either "On my desktop" or "In folders".

Thanks. I have the start . help > Index - but do not appear to have the Classic Desktop - Turning on or off . or > Enable web content. I went on both computers and ask a friend and they did not see them either.
