screen clarity

I'm an older programmer that needs to buy a new PC. My eyesight is not as good as it once was, and I'd like to ease the strain by having a quality monitor with a video card that matches. I'm thinking of a 19" monmitor with a high refresh rate at 1024x768, perhaps higher resolution. I'm not concerned with fast 3D or video, just the clearest, crispest, focused screen I can get for typing and viewing code, with a price that is not TOO outrageous. Any suggestions?
