BenQ CD-ROM drive does not install CD content?

I have a new PC with only a CD-ROM drive installed.
It reads CD-Rs and associated files, but it is unable to install content from CD-ROMs.
An ideas why?

If you mean commercial CD's when you say "CD-ROM's", then can the CD-ROM drive see their contents?
If so, then click on the setup.exe file(or similar) to install the program.
