Whats better for cooling having the fan on the heat sink blowing into the heat sink or having the fan blowing air out away from the heat sin?

The standard is to have it blowing in...

The CPU fan does a little more than just moving air across the heatsink fins...it also is used to push air off the motherboard.

I know there's a scientific principle at work here. I do know that when there's a fan and I want to use it to cool myself down, I don't stand on the side of the fan drawing the air. It's much cooler standing on the side gettin' blowed onto... :)
