No internet browser is totally safe but the ones I recommend are:
Firefox 1.5.09 or 2.0.0.1 (with NoScript extension).
Opera 9.10

I have no clue about this sort of stuff but what about IE makes it so bad?

The big issue with IE is the default settings allow Active-X controls to run installs on your PC without any prompts or action on your part. Or you get a window that pops up asking for permission to allow the Active-X control and you don't know whether to allow it or not.
You go to a website and an Active-X control from that site can load anything (good or bad) be it spyware, data tracking module, whatever they want, without your knowledge or consent. Microsoft is not the only source of Active-X controls, malware writers use them too.
One of the problems with IE is that it is very difficult to tell where Windows ends and IE begins. IE is so intertwined with the OS it is virtually not distinguishable from it...
That means any vulnerabilities in it are vulnerabilities in the OS.
