i have a bfg 7950gt (512mb) on games da max AA setting is x4 does it go any higher because the 8800gt goes to x16

What game is it? It's more than likely a software restriction, not a hardware one.

I quickly Googled that, and found some issues with Vista... are you using XP or Vista?

Are you changing the AA setting in the game menu or in the NVidia control panel? Try setting the AA to 16x in the NCP instead of in-game.

i have found the setting its ok it only goes to x4

Wait, what other settings do you have the game running at? Under certain combos, the AA would be limited due to hardware/game engine constraints. Try turning down one of the other "flair" settings (like AF or HDR) and see if that opens up the AA.

That refers to the size of the pixel grids used to approximate the 3D primitives in 2D space. The specific method used is a combination supersampling technique, rotated grid SS and ordered grid SS. By combining 2xRGSS with 2xOGSS, 8xS reduces moire in an efficient manner.
