Its not really a problem, some devices work like that. You can check BIOS and see if these is an option to disable USB power when the system is shutdown.

Remember, with computers (and most other modern electronics) OFF is not completely OFF, but just a greatly reduced power state ON. To totally turn them off you need to unplug them...
