See if uninstalling and reinstalling the video card's drivers fixes things.
If not, then check the card manuf's site for updated drivers.

It may be a driver problem.
I found the following driver link at another forum where a user was having the same problem as you. Uninstall any existing drivers for the card, then d/l and install the "WDM drivers for Philips SAA713x" at this site:
http://members.home.nl/fly2000/download_e.html

If that does not work, then another option is to buy a different card.
Here are some recommended ones:

i`ve tried 2 new cards now
easy tv capture 7130
hauppauge wintv express
both the same message. I think its either aerial set up (from ntl box via a splitter) or pc.

NTL Via a splitter?
The signal you will be getting is either the raw signal which feeds into the NTL cable box (which is unlikely to be used on your PC tuner) or a signal which has already been processed, and needs feeding into your pc differently - I imagine that the system is looking for a tuner to process a signal, in order to put it on your screen, but is instead receiving what is effectively a pre-processed signal.
This would need to be fed into a video-in port on a card, rather than a tuner (the aerial) connection. If this isn't the case, then it is receiving a cable TV signal, which isn't going to be using the same processing as a standard TV tuner (I'm assuming your NTL is digital)

I haven't looked at the detail of your card, so I can't give you specific pointers, but if it has a video in port (for connecting a dvd player or video recorder) then this is where the signal needs to be fed to.

set up is as follows: ntl cable in from wall into a splitter (1 for broadband 1 for tv). Broadband cable goes to cable modem then to pc...all ok. TV (aerial cable) goes into ntl box (samsung SMT-2100C) then to 3 way amplified distribution box (1 for lounge 1 for bedroom 1 for pc tuner. is this correct or do i require something else ?

If your PC tuner card can accept video input (from a DVD or other source) then you should be ok - just let it know that it is a video source coming in.
If not, (ie it is actually only a tuner) then it won't work, but I suspect that most cards can be tuned into a 'video' signal.
Just look at the instructions and see if it says anything about playing dvds from an external player through the tuner card, or video tapes doing the same.

If you can't get it to recognise the signal coming in, then it's a case of finding a video-in card which will accept the signal.
