Is there a Partition Tool, maybe like Partition Magic! that I can use for XP\Vista? If so what version PM do I need?

BootIT NG (http://www.terabyteunlimited.com/bootitng.html) by TeraByte has just been updated to cater for Vista.
TeraByte updated their various softwares [BootIT NG, Image for DOS, etc].

BiNG is Paul Komski's favourite; it does much more than just work with partitions.
I have a copy, and have used it to do a few things, including non-destructively resizing a partition, but have not yet used it extensively.
"Image for DOS" is my favourite TeraByte prog so far.

The way TeraByte software works [not so easy to explain] kind of grows on you.
It's very flexible, simple, fast; you name it, it does it.

They also offer so many GREAT programs for FREE.
e.g.
TBIview [is free] works within Windows, displays the contents of an image file just like Windows Explorer, and can RAPIDLY restore any number of chosen folders/files to any specified location accessible by Windows.

Did you know...?
You can resize partitions without losing data...
By making image backups of the partition contents to somewhere off the HDD to be rearranged...
Then repartition the HDD, making certain the new partitions are big enough to take the images...
Then restore the images to the new partitions.
If the images were smaller than the partitions, the remaining space would be "unallocated".
If you didn't like that, you'd use something like BiNG to resize the partition to use up the space.
The advantage of this is that you get image backups as a by-product.
I don't do things that way anymore because I now have BiNG.

An interesting thing to try. :D

There are a lot of partitioning utilitities and the nuances and costs of one over another can be important considerations as to which one to use and for what. Perhaps you could indicate, more specifically, what you want to be able to achieve.

Ok, thanks for replies,

All im trying to achieve is to partition a 70Gig drive with data on it already i.e movies, pics, music etc which adds to about 30 gig on the 70gig drive. I want to partition this drive in half without moving the data or loosing it.

Suggest BiNG (in my sig) to non-destructively resize partitons and then create, move or otherwise manipulate the partition structure. PM is another reliable non-destructive resizer but far more expensive and less versatile. Regarless of reliability always backup important data first. BiNG can do this to whole partitions via imaging to another drive or optical media.
