First go back to the original config and see it things still work. Then double check the jumpering and cables and connections. Then try swapping the new for the old CD drive with the old one out of the PC and with the new CD having exactly the same position and jumpering.
Incorrect jumper settings would be my best guess with faulty hardware second. And yes new hardware can be faulty.

Set the jumper on the drive on the last connection on the cable to "master", and the drive on the middle to "slave". Or set them both to "cable select". Or if there is one on a cable by itself set it to "master" or "cable select".
See post #4 in this thread (http://www.pcguide.com/vb/showthread.php?t=25502) for a picture of the back of a cd-rom.
no need to double post...merged.

when i turn it on it goes into shows me no ide drives. This can happen if just one of the IDE/ATAPI devices is either bad or has the wrong jumpering. That was the reason for suggesting you return to your original configuration before continuing.
