Yep. The dreaded message, i have to boot from a floppy now, but how could i fix this? the drive already has NTLDR, NTDETECT, and BOOT.INI

So whats the problem?

Windows 9x seems to have been installed after an NT OS. I fixed this once by installing XP on some partition I've been meaning to install it on.

Does the boot.ini file on the primary hard drive partition exactly match that of the boot.ini file on the floppy?

As long as you are sure this message is coming from the correct hard drive partition (and not from a floppy or cd) then boot to the recovery console of the installation CD and enter
to rebuild the partition boot sector
then enter
bootcfg /rebuild
to rebuild boot.ini

If no joy and you can still boot from the floppy then try again but with the hard drive set as the first boot device in the boot order.

The ntldr is missing and the ntldr is missing or corrupt messages are subtley different.
