Is it true that PC3200 memory can default back to PC2700? Could that work for other speeds of memory?

Yes. As long as it is the same type it will slow down to meet the maximum speed a system can support, or to match a slower stick in the same system. This is true for DDR, DDR2 and most SDRAM.
One thing though, if your system is dual channel capable, mixing speeds will break dual channel and cause the system to default to single channel mode.
What do you mean by same type? Same capacity? Same manufacturer?
Capacity and speed...
You can mix manufacturers and even capacity (sometimes), but the closer the match, the better...memory bought in sets/pairs is guaranteed to work...mixing/matching should work but sometimes doens't.
