Hello All,
ON an ATX power supply;Should the PSU fan start immediately at switch on even though nothing is connected,IE out of the case.I believe that it should start immediately the power is plugged in to it.Is this right?

2. Normally it should (when you connect the green and black wires), however, the fan could be temperature controlled, so it does not spin if the PSU temperature is below some threshold.

DO NOT OPERATE A SWITCHING-TYPE POWER SUPPLY WITHOUT A BALLAST LOAD. IT WILL EITHER SELF-DESTRUCT OR REFUSE TO START ALTOGETHER.

I cannot emphasize this enough.

That's exactly right. There are some PSU fans that will not spin on startup. My Antec TPII 550 does not spin on startup and it says it will not in the documentation. It will only spin when it needs to. Other PSU fans will always spin. You will have to check the documentation for your particular PSU.
