I'll tell you where to get one as soon as you tell me where I can find a Ferrari for $2K
I don't think a $75 card will be able to play and keep up with the $300 PLUS cards needed nowadays for gaming.

Yeah,
I just want a card that can take low settings for some new games.

Take a little peek at http://tomshardware.co.uk/2007/03/06/the_best_gaming_video_cards_for_the_money_uk/page2.html .
If you are going to be playing 3D games then you'd be looking in the range of nVidia 7100GS to nVidia 7600GS (over your budget).
But check these meet the specifications required for those games (a quick search on Google should do the trick).
Hope this helps :)

Try DELL's ATI hypermemory 256 GPUs
they cost around 70-100 and are more than capable of running CIV 4 with full graphics- or near-full
Mind you, that is an older game, but no much more spectacular than C&C3
And it should be able to play them with some performance lag, but not much
If you can find them, that is....
I used to have one, before i upgraded to the x1950 Card
