Do you mean the Quick Launch area of your task bar?

If you want to drag icons (shortcuts) to Quick Launch you must first have Quick Launch selected. Right click on the Task Bar > select Toolbars > select Quick Launch.
Once selected just left click on the icon hold and drag to the Quick Launch and release, creating a shortcut.
