hidden folder

i have a folder in documents and settings/my documents/local settings then i cant get any further as the folder that i want is hidden and and i have changed it to allow me to view hidden files but it still doesnt show up and i dont know what to do next as ive tried to look for things to help me but i cant find anything so can someone please help as im at the end of my tether and this folder is very important and ive tried searching for it but no such luck that cant find it either

Which Operating System and if XP is it Home or Pro.

In general you can change the attributes if you have permissions but Hidden AND System files are two levels of hidden-ness. Try
attrib -h -s -r C:\...\...\yourfilename.xxx
or your specific equivalent from a command prompt.
