Processor Usage

I have a PII350 on a GA-6BXC motherboard. When I use the system monitor utility the processor usage is always between 30 and 50% even if nothing else is runing. When I move the mouse the usage drops to 10%, What's going on?I get theese numbers with every CPU monitoing utility I've used...

Have you tried running WinTop to see what's running on the system and what's using the CPU? Other utils will do similarly. Try that and it may tell you exactly what you want to know.
