I run Windows XP Pro and when I boot I see my previous desktop background image for a few seconds before Windows loads my new desktop image and the icons over it. How can I edit or remove the old one?

My guess is that it's still the background image for another account like Administrator. Try going through and changing it on the other accounts and report if you see/don't see a change.

I would like to delete the "owner" account but the option to do that is not there. Is there another way that I don't know about?

You can't delete it because your currently logged on to that account and it is the only account besides the admin and guest account. Create a new account, log into the new account and then you will be able to delete the "owner" account.
