im running world of warcraft on windows vista. is there a way to speed up the framerate.

First fix the infections on your computer and then look at increasing the framerate... You will probably see considerable speed increase when your system is clean...

In that case, it is a good idea to say that so we don't think it is the same computer...
Also, you are going to need to post specs before anyone can give you helpful suggestions... Without knowing the CPU, RAM and video option, we wouldn't get much further than starting...

cpu is a amd +4400, 2gb of ram, the graphics card nvidea 6150 SE

WoW should be able to run just fine with that setup, but there are tweaks that you can make to the video settings in order to increase performance. I'm not sure about the exact ones because I don't play any more, but if you open up the in-game menu and find Video or Graphics options you'll be faced with a lot of options.
Just roll over the different boxes with your mouse and the game does a good job of explaining what checking each one does and how it will affect performance.
It may be better to just ask on the world of warcraft forums here (http://forums.worldofwarcraft.com/board.html?forumId=10001&sid=1). Just use your world of warcraft login name and password to post on there.
This might also get a better response in Gaming SIF.
